Overview

The DARPA TTO creates technological surprises for adversaries by rapidly developing new defense systems that transform the character of warfare through leap-ahead improvements or demonstration of fundamentally new technical approaches. TTO’s focus spans the entire lifecycle across all domains and at all stages of conflict: from concept to operational engagement, from seabed to space, and from deterrence to the high-end fight. TTO PMs are successful at identifying emerging technologies and combining them with innovative design and test approaches as well as new methods of employment that rapidly demonstrate decisive capabilities that disrupt conventional military thinking.

The objective of the TTO OW BAA Proposers Day 2025 is to outline the technical goals, challenges, and end objective(s) associated with TTO’s mission; to promote an understanding of the BAA proposal requirements; and to promote teaming arrangements between researchers. TTO published the OW BAA HR001125S0011 to solicit innovative executive summaries and proposals that enhance the nation’s ability to rapidly build, adapt, and sustain force structures with the following focus areas, reflecting the TTO Strategic Pillars:

  • Design/Build/Buy – Using innovative design approaches throughout the system lifecycle to acquire new defense systems, from disrupting systems engineering processes to reimagining test, certification, and accreditation.
  • Surge and Sustain – Developing technologies that make existing military systems easy to replenish and abundantly available at time of need. Builds upon the legacy of public and private cooperation for national security to make and maintain existing systems rapidly, on-demand, and at high volume, ensuring that the U.S. can win a long-term conflict.
  • Long Range Effects – Creating new systems and approaches that enable decisive military effects at distances from the tactical to strategic in areas where anti-access and area-denial (A2/AD) strategies are employed by an adversary.
  • Disruptive Innovation – Rapidly fielding novel engineering, technology, and systems approaches that disrupt the battlefield in unexpected or non-obvious ways and change the traditional calculus for military advantage.

Attendance

The TTO Office-Wide BAA Proposers Day is classified Collateral SECRET. You must have at least a SECRET clearance / visit request on file with the DARPA VWC prior to arriving at the meeting. Please see the Security page for more details.

Due to space limitations of the conference facility, in-person attendance will be limited to 140 registrants with at least a SECRET clearance, on a first come, first served basis with no more than two representatives per business unit. Attendees are encouraged to coordinate attendance internally within their organizations prior to registration.
